Hailing from the State of Sonora, Mexico, Luis moved to Baja to work in the burgeoning tourism industry. He met Ray during a visit to San Francisco and later joined him and Nico in the creation of G.A.R.T. Luis has meticulously documented the foundation's history, keeping a record of all of the hard work and achievements they've had throughout their twenty years together. When asked what he enjoys most about his job he speaks only of the "honor of involvement".

Luis’s experience as Baja's Public Relations Director in the Secretary of Tourism, has helped him in promoting public awareness of the many issues that surround Baja's youth. He works closely with the local media to build a strong public following, obtaining ongoing support for the foundation's causes.

Luis is instrumental in the development of socially conscious projects such as graffiti cleanup, family planning and the prevention of alcohol and drug abuse in poor communities. He hopes that in the future G.A.R.T. can expand to more rural parts of Baja, helping small villages which have not yet been reached.
